BEC and LOMAs (Lay Organizations, Mandated Organizations & Associations)
Situationer
Lights
Shadows
While the national leaders of LOMAs are aware and open to BECs The local leaders are not familiar and do not attend BEC seminars
Lay leaders are available and possess (financial) resources. Others are already trained for BECs. But some still lack formation, while some are pirated away from BECs to join LOMAs.
Some LOMAs are for BECs While some are not, particularly CFC
LOMAs belong to the parish structure in many different ways But do not necessarily follow the local diocesan thrusts as they follow the national thrust of the particular group.
LOMAs are active with members usually from the middle & upper economic classes Thus some groups do not reach the poor of the poorest
Suggested Implementing Guidelines & Recommendations
      1. BECs is among the 9 priorities of the Philippine Church, but is not obligatory.
        1. It is suggested that the CBCP make it obligatory as a priority thrust or at least for the Bishops to make it a priority in their own dioceses.
        2. It is suggested to organize a body that will formally and directly focus on BECs in the Philippines, a National BEC Commission.
      2. The Council of the Laity of the Philippines (CLP) is tasked to help Lay Associations and Groups to assist in organizing BECs.
        1. It is suggested for the CLP to help the Lay Associations and Group to revisit their charisms to find their role in the BEC process at the Parish and Diocesan Levels.
        2. It is also suggested that the LOMAs undergo orientation and training on BECs
      3. It is suggested to organize a dialogue between leaders of the Church, LOMAs and BECs at the higher levels or national level to draw a common understanding and coordinate efforts towards BECs.
      4. LOMAs are here and are important partners of the Church! It is suggested to discover ways and means to work together for BECs from the national down to the local parish levels. The Canon law provides the right for lay people to organize themselves into groups and associations and can continue to function so long as they align themselves with the diocesan thrusts and activities.
